In the opening ceremony took part Kharkiv Mayor Gennady Kernes, chairman of the Kharkov regional state administration Mikhail Dobkin and the Minister of Environment and Natural Resources Edward Stavisky.
 
The center was built in two years, its territory occupies 1,7 hectares. The building of the center cost 15 million UAH, from which 4,75 million are from city budget, 6,7 million UAH are from the regional Fund of Environmental Protection and 3,5 million UAH are from natural environment protection fund.
 
In the main building of the center veterinary clinic takes place. It has two departments and a hospital for stray pets which belong to Kharkiv citizen's; accommodation for servicing and administrative staff; a shelter for cats on 50 places; service and back offices.
 
The shelter for stray pets consists of a round pavilion on 100 places and the area for training of dogs. The round pavilion with grounds is intended for keeping dogs that have passed the quarantine and can be given for everyone who wish to take a pet.
 
There are 100 dogs and 20 cats in the center now.
 
As the center noted bringing shelter into the operation will allow to bring the treatment with stray pets in Kharkiv as provided by the norms of the International Convention in Pet Protection and European standards.
