City Council calls on international community to support Ukraine's Victory Plan The Kharkiv City Council appeals to Kharkiv's partner cities to support the Victory Plan of Ukraine.

The appeal was adopted today, 30 October, at an extraordinary session of the city council.

The document states that the Victory Plan of Ukraine, presented by President of Ukraine Volodymyr Zelenskyy, is a list of decisive steps that should turn the tide of the war that has been going on in Ukraine for almost 11 years.

The plan consists of five points. The first point is geopolitical in nature and provides for Ukraine's invitation to join NATO, the second and third points are military and contain measures to strengthen the country's defence capabilities, the fourth point concerns economic aspects, and the fifth point is security and is designed for the post-war period.

It also states that the successful implementation of this plan depends on the determination of international partners, as Ukraine seeks a just peace based on international law, without concessions to its territories and sovereignty, and without ‘freezing’ the war.

‘The world has no right to remain indifferent while the Russian aggressor is destroying our cities and killing people in their homes day after day. Western countries should increase their assistance to Ukraine to protect it from Russian terror. We hope that the international community realises the need to support Ukraine to ensure international peace and security and will not give the occupying country a chance to win,’ the document says.

The Kharkiv City Council called on Kharkiv's partner cities to support Ukraine's Victory Plan and to appeal to their national governments to support it at the national level.
