Mayor of Kharkiv, President of the Association of Towns Awarded the Europe Prize
Born on the 27th of June,
Education: Specialist’s degree in legal sciences (National University ‘Yaroslav the Wise Law Academy of Ukraine); Master’s degree in public administration (Kharkiv National University of Economics); PhD in public administration. On August 28, 2013 defended a thesis on "Mechanisms of Regional Policy-Makers’ Influence on the National Administration in Ukraine."
Began his career in 1977 at ‘Svet Shakhtera” factory in Kharkiv. Since 1980 occupied various positions at the city state-owned enterprises.
As private entrepreneurship started to develop in Ukraine, became the founder of several commercial and production companies. In 1992-1994 ran ‘Acceptor’ production and commercial company. In 1999-2001 was the first deputy director of a Kharkiv branch of ‘Gas Ukraine’ Trading Company subsidiary. In 1994-1999 was the Chairman of Board, later in 2001-2006 - the president of OAO NPK-Holding.
Member of Kharkiv City Council of three convocations (III, IV, V). Was twice (IV and V convocations) elected the Leader of Kharkiv City Council.
First ran for the membership in Kharkiv City Council in 1998 within electoral constituency № 23.
A politician with a distinct social focus who created and headed ‘New Kharkiv – new possibilities’ independent group of councilors in Kharkiv City Council and a public organization with the same name, which enjoyed a vast support of the citizens of Kharkiv.
In 2002 became a member of Kharkiv City Council for the second time gaining the support of over 90% of voters.
Continued to protect interests of the citizens, actively supported charity and social projects, expressed ideas of reorganizing the city management, became an active opponent of Mayor Vladimir Shumilkin.
In 2006 headed the election campaign of Mikhail Dobkin who ran for Kharkiv’ Mayor’s Office and became the Mayor of Kharkiv. Leader of Kharkiv City Council Gennadiy Kernes together with Mayor Mikhail Dobkin initiated and developed a lot of reforms carried out by the City Council.
In March 2010, the President of Ukraine appointed Mikhail the Head of Kharkiv Region State Administration. Gennadiy Kernes became the Acting Mayor of Kharkiv. He continued the reforms and ensured a comprehensive work on improving the management of the city.
On October 31, 2010, was elected the Mayor of Kharkiv.
On May 23, 2015 was elected the President of the Association of Towns Awarded the Europe Prize.
On October 25, 2015 was re-elected the Mayor of Kharkiv supported by 65.8% of Kharkiv citizens. The first politician in the recent history of the city who was re-elected the Mayor of Kharkiv. Inaugurated on November 18, 2015.
Awarded the Order ‘For Merit’ of the III degree (2012), a Gold Medal of the ‘Twin Cities’ International Association (2012), Diploma of the Cabinet of Ministers of Ukraine (2006), an honorary distinction of the Kharkiv Regional Council ‘Slobozhanska Glory’ (2003), the insignia by the Primate of the Orthodox Church of Ukraine for special merits before the Ukrainian Orthodox Church (2011), numerous acknowledgements from religious, veteran and educational associations. Awarded ‘The Patriot of the Motherland’ Order (2012), Certificate of Merit by Verkhovna Rada (Ukrainian Parliament) (2013).
